Though Roulette is not my forte, I have read a lot about the game and have played it a few times. Although I did not do well on the game.
I think the following pretty much covers it though.

The problem with hitting on roulette is the length and speed of the ball that is thrown. The ball travels quite a distance around the wheel and each time it is thrown, there is a variance in the speed with which it was thrown.
This difference in speed can make a big difference in where the ball lands.
In my opinion, Roulette is the true game of chance and you have to be really lucky to win on it.
