According to the latest report, several people in Las Vegas have tried to take cash from ATM machines and the machines made all the proper noises, and even debited the peoples accounts, but gave no one any money.
The hotel where this happened did put up a sign on the offending ATM machine saying that the machine was out of order. These problems with the ATM Machine happened at
Rio All Suite Hotel and Casino.
One way these scams are done is for people to hook a device that gets the customers pin number and other records that are stored on the magnetic strip on the cards, then later clone that card for their own use.
Chris Paget, who runs a Hardware Security Consulting Company has sent an email to the FBI about what is happening with these machines. This problem is also being investigated by the US Secret Service.
Paget also said,

it is possible that the machines have been infected with malware. The program could be directing the machines not to dispense cash, which then is picked up by an insider in on the scam, he said. But it's too early to tell.

Earlier in the week, at the Riviera Hotel, it was noticed that there was a bogus ATM machine in the lobby and when a flashlight was shined in the screen, it was noticed that there was a PC behind the screen. It was removed from the hotel by law enforcement agents.
So, when in Vegas, be very careful what ATM machines you use to get money. Perhaps a taxi ride to a local bank to use their ATM machine would be well worth your time and effort.
